(AP) — The South Dakota House passed a bill Wednesday that would make xylazine, an animal sedative that is being mixed with fentanyl and then used by some people, a controlled substance. The measure, which passed unanimously in the Republican-held House and now goes to the Senate, would establish penalties of up to two years in prison and fines of up to $4,000 for possession and use of xylazine. Xylazine in humans can cause health problems including difficulty breathing, dangerously low blood pressure, a slowed heart rate, wounds that can become infected and even death, according to the Centers for Disease Control and Prevention. Last year the Office of National Drug Control Policy designated the combination of fentanyl and xylazine as an “ emerging threat.”The South Dakota Health Department and Republican state Attorney General Marty Jackley brought the bill in South Dakota. Kristi Noem has requested guidance from the state’s Supreme Court about conflict-of-interest rules for lawmakers, several weeks after a South Dakota state lawmaker resigned and agreed to repay $500,000 in federal COVID-19 relief that she received for her day care business. Doing so violated a state Supreme Court advisory warning state lawmakers that it is unconstitutional for them to accept federal pandemic funding. Noem, Attorney General Marty Jackley and two Republican lawmakers have sent letters to the court seeking clarity on what else is illegal, the Sioux Falls Argus Leader reported Thursday. Schoenbeck added that, depending on the court’s ruling, a number of lawmakers may need to resign or pay the state back for services received.

The awards have been presented in the Windy City since 2015 and are set to remain there through 2027. Like last year, much of the 2023 show was focused on showcasing the new push for greater diversity. The James Beard Foundation has been mired in controversy over the past few years. CNN —Residents of the central United States experienced poor air quality and smoke over the weekend. The effects of the fires extend far beyond Canada, with poor air quality emerging in states as far away as Missouri and New York. Several states, including Nebraska, Washington, Montana and Wisconsin, announced air quality alerts early Friday. The service in Tacoma reported the smoke would be “pushed eastward in time for the weekend.”As of Sunday afternoon, the US Environmental Protection Agency’s Air Quality Index reported “unhealthy” levels of air quality in parts of Montana and North and South Dakota. Poor air quality caused by the smoke would mostly affect those “that are particularly sensitive to particle pollution,” they said.

Reporter Austin Goss pleaded guilty to the misdemeanor that stemmed from a pre-recorded prank call he made Jan. 22 to Dan Lederman, the former chairman of the South Dakota Republican Party. Reached by phone, Goss declined to give a comment about the call or his plea.

Washington CNN —My Pillow CEO Mike Lindell has been ordered to shell out $5 million to an expert who debunked his data related to the 2020 election, according to a decision by the arbitration panel obtained by CNN. CNN has obtained arbitration documents and video depositions, including a deposition of Lindell, related to the dispute. “He proved the data Lindell LLC provided, and represented reflected information from the November 2020 election, unequivocally did not reflect November 2020 election data. Thus, the contestants’ task was to prove the data presented to them was not valid data from the November 2020 election,” the arbitration panel wrote. Nor was the Panel asked to decide whether Lindell LLC possessed data that proved such interference, or even whether Lindell LLC had election data in its possession,” according to the arbitration panel.
